Vnc Viewer Error Message Unable To Connect To Host

While I try to connect the client system through Remote Desktop through vncviewer.I got the following error message.
unable to connect to host: Connection refused (111).
[root@remote]# vncviewer
VNC Viewer Free Edition 4.1.2 for X - built Mar 24 2009 19:53:14

ERROR MESSAGE:

unable to connect to host: Connection refused (111)
REASON FOR PROBLEM
VNCSERVER it not starting (or) we are not open with appropriate vncviewerdesktopip:number

vncserver
1)it will start or stop vnc server.
2)vncserver it is used to virutal network desktop.
while vnc server start -it will create the following files
a)$HOME/.Xauthority
b)$HOME/.vnc/xstartup

Run these command 'vncserver' at the client System.
It will create Virtual Network Desktop
[uername@clientsystem]$ vncserver
You will require a password to access your desktops.
Password:
Verify:
xauth: creating new authority file /home/venkates/.Xauthority
New 'Venkates:3 (venkates)' desktop is Venkates:3
Creating default startup script /home/venkates/.vnc/xstartup
Starting applications specified in /home/venkates/.vnc/xstartup
Log file is /home/venkates/.vnc/Venkates:3.log
From the Remote system
[root@remote]#vncviewer cliensystemtip:Number
It will ask the password enter the password for which one you created at the eariler.
